The word Premises is a non count noun that is always used with an ‘s’ and refers to a place, building property etc.

This should not be confused with another word ‘Premise’ which is similar in spelling but is very different in meaning. This word, when used as a noun refers to a concept or an idea or a theory.
Some other differences between these two words are:
The second word is a) used both as a noun and a verb
b) has singular and plural forms.
c) Is also pronounced differently

I find many news readers using these words interchangeably and also mispronouncing it.
