Indeed Plagiarism is unethical and cruel. It is obviously cruel to steal somebody's blood and sweat and portray it as your own. It must be dealt with very seriously and in a no nonsense mode focussing on the greater good. Plagiarism belittles the efforts put by a lot of people and it is like pointing and laughing at them leering "You are a fool to waste your time and effort while I can fool people so easily and gain all accolades".
Plagiarism is just not ethical and is worthy of punishment under the heads of cheating and fraud.
